This is what Team Torture started with and used very successfully for a long time. You take your power rack and have longer pins made so the bar is 5-7 inches out in front of the rack. i108.photobucket.com/albums/n4/sharonezingg/barplacement003.jpgThese new pins need to be very strong because you'll have alot of weight hung out there on them. You also need to make sure the rack is bolted to floor or it will fall over as well. We had a washer welded to the end of the pins so when you lifted off, the pins are pulled back by a training partner and are flush with the rack. i108.photobucket.com/albums/n4/sharonezingg/barplacement009.jpgNow do your set then your training partner pushes the pins back out and you rack the bar. These clips in the back stop the pins for you. i108.photobucket.com/albums/n4/sharonezingg/barplacement010.jpgWe also had attachments made that bolted to the front of the rack for bands. When funds are short you have to use your imagination, but anything can be done. Don't make excuses and just use your head you'll be surprised what you can come up with.
